Sports foster friendship and amity. Nor does the belief hold well any more that those who take part in sports or games would be no good at studies, and that each year their absence from the class or shortage of lectures would be condoned because they can either attend to their studies or be on the playing field for some game or the other.
Physical fitness is of the utmost importance for everyone, young and old. Participation in games and sports invariably ensures good health, fitness and, generally, freedom from ailments of various types.
Also, unless the human body is kept in smooth trim and in an overall fit condition, even the brain will refuse to co-operate after some time. Actually, physical fitness is essential for proficiency in studies and for winning distinctions in examinations. Ailing bodies do not make for sharp brains. Exercise in some form or another is necessary, and sports provide an easy method to ensure such fitness.
 Regular participation in sports provides a healthy channel for diversion of energies. Wherever students and other youth participate in sports regularly, misdirection of youthful vigour is much less and the tendency to indulge in indiscipline and mischief is curbed.
Young people have surplus energy, and if this is fruitfully utilised, the foundations are laic for a healthy society, where people are fully aware of the need for discipline, co-operative effort, team spirit, the cult of sportsmanship, of joint devotion to the achievement of a common goal in collaboration with others. They also learn to cultivate the vital quality of learning how to work together, to become not only good winners, but also good losers.
the statement that "the battle of Waterloo was won on the playfields of Eton", implying that playing games and the spirit of sportsmanship help to inculcate lasting values, which make for good soldiers, good fighters and good discipline, apart from promoting 100 per cent physical fitness. In British schools and colleges, the fullest importance is given to sports, especially cricket and football.
The result has been the creation of a healthy, well-developed, disciplined and efficient society in which people know the right proportions in life, put everything in the right perspective, and seldom conduct themselves in an unsporting, ungentle manly and unbecoming manner. Playing the game on the playground naturally instructs people to play the game of life in the right spirit, which is what matters most, not victory or defeat.
According to sociologists, "society gains in many ways when the government encourages sports and games everywhere, provides playgrounds, the necessary equipment and other facilities, and rewards outstanding sportsmen, so as to encourage others also to play games. The crime graph dips, which means that the incidence of general crimes decreases because the right spirit and the right approach to things is developed on the playground.
Sport, it has been said, is not only a manifestation of animal energy of surplus strength to develop more strength; it is, in addition, a safe and wholesome outlet for the aggressive spirit in human beings.
Those who violate the rules, play foul or exceed the permissible limits, or indulge in tactics that are unfair, are promptly pulled up by the referee or the umpire. Anyone who refuses to mend his ways or to repeatedly violate the rules is ordered to quit the field and is replaced by another player. This helps to inculcate the habit of respecting the judge and of observing the rules.
Some observers have contended that there is a close link between sports and a country's industrial development and the general progress of society. That is why it is contended, most of the gold medals at the Olympics are bagged by advanced countries such as the U.S.A., Russia and Germany, and Britain too manages to bag a few of them. Of the eastern countries, China and Japan plunder most of the gold and silver medals.
Is there a link also between performance in sport and a country's military might? Militarily, China is the most powerful country in the East, but Japan, which matches the U.S.A. in industrial, especially electronic ad­vancement, does well in sports despite its small size. India is a large country of continental size, and given the proper incentives and the necessary facili­ties, this country's sportsmen should do well on the sports field, but whether it is the climatic factor, the lack of adequate nutrition and of incentives, our sportsmen do not compare favourably with those of the other states of our Country.
In the case of Lakshadweep Sports and Games is treated a secondary. Administration is not even giving any value to National level certificates and to those who have participated in the National level. Due to these reason parents of talented children does not allow their ward thinking that the child may shatter his career. Even though Union Government is allocating more and more funds to encourage sports in schools, colleges and universities, we are no were in this map. 


CHAPTER 1 
a)    Present status & Activities of the Department of Sports & Youth Affairs.

As you know at present we have one Director, one Sports Organizer, one assistant and a clerk. Moreover all the staffs excluding Director are deputed from the Department of Education. It is well aware that with this limited staffs, it is not possible to co-ordinate all the sports activities in the islands. As the sports activities require more professionals for result oriented approach. Now the Department is facing the scarcity of man power, which is reflecting in the activities of this Department.
We would like to suggest that, the Administration may appoint enough professionals and staffs for the smooth functioning of the Department. It is also requested to appoint a Director who’s having sports background or is interested in sports activities.
It is also learned that the Department of Sports and Youth Affairs is depending the Department of Education for its entire functioning.
Like all the other major Departments, Department of Sports & Youth Affairs may also be independent Department in all sense like, separate office building, enough staffs and infrastructure.

b)    Appointment of Island Sports Officers.

All major Departments are having their responsible representatives in different islands, but in the case of this Department, there are no such responsible representatives within a single island other than Kavaratti. So the Administration may appoint an eligible candidate as an Island Sports Officer in all islands.

CHAPTER 2

Revamping of State Sports Council & Regional Sports Council 

It is learned that the activities of State Sports Council & Regional Sports Council are in the verge or its extinction.
The Chairman of the State Sports Council is the Secretary of Sports & Youth Affairs and the Director of the Sports & Youth Affairs is acting as the secretary of the Council. Other than the Joint Secretary (Sports Organizer) there is no member who’s having sports background.
In the case of Regional Sports Council, Headmasters of Govt: High Schools are acts as the President in various islands. Due to above reasons both the organizations fails to function smoothly.
So we would like to suggest that the participation of the public like voluntary organizations and eminent sports personalities from the islands are included as office bearers and members of the council.

CHAPTER 3

Different Affiliated Associations

It is very sad to say that there is no National Affiliated Associations in our coral paradise. Because of this reason, we finds difficult to participate in any senior National level events or the championships.
There are several schemes and programs implemented for the promotion of Sports and Games by various Ministries, like “Vision India Project’’, “PYKA (Panchayath Yuva Kreeda Abayan)’’, “AIFF Funds (All India Football Federation Fund)” etc. Since our territory is not having any Affiliated Association, we fail to get any benefits from the above mentioned schemes.
For a big leap, it is very essential to form associations in football, cricket, volleyball, badminton, athletics and swimming. So the chance of the participation in National level will be high.

  CHAPTER 4
Tournaments

We are happy that regular Inter-Island tournaments and games are conducted for youths as Youth festivals. As such for students SGFI, AIRS and Subhartho Mukerjee are being conducted regularly. But it is very pathetic that beyond the inter-island tournaments, the youths are not getting chance to participate in National level Games and Tournaments. It is found that all such activities are conducted only for name sake.
Even though the SGFI and AIRS date of the meet are announced well ahead, our Department fails to conduct the selection meet.
So we like to suggest the Lakshadweep Administration may take rigorous initiatives to conduct inter-island cricket tournaments and badminton tournaments.  For achieving better result, we may start block level tournaments to inter-island tournaments regularly. For our students to perform in the national level, we suggest SGFI and AIRS meets may conduct at right time.

CHAPTER 5

a)    Sports Training.

Hussain Bolt and other champions are not made in a day, but they became the real winners by rigorous and proper continues training. But in the case of Lakshadweep, the kids and the youths have written their names in the record book without proper training.
We only have one coach each for football, volleyball, athletics and swimming. In the case of facilities we are far behind than any state.
The Administration may appoint more coaches and trainers for various disciplines from qualified Lakshadweep youths under Sports Council. A scientific study may be conducted to improve the training facilities, especially in track and field and the sports equipments. 

b)    Facilities.

It is very pathetic to say that, even though we have football courts in all islands, only three islands are having court of full length (Eleven’s court). For athletics we don’t have a single 400 meter track in any islands. The land acquired for the purpose of the construction of swimming pool in Androth island is utilized for FCI godown.
It is very sad to say that the trainers and amenities who are in the health club
Unscientific method of construction of galleries in the islands makes a lot of hurdles for smooth use of the ground.


c)    Talent

In every sporting nation we follow certain policies and activities to enrich the sports talents. In most of the cases we start to train the talent from the age of 4 to 6. As a population looking for great achievements we can also follow the same method for the betterment for the sports in islands. Thereby we can contribute great achievers for our Nation.

d)    Sports Institutions.

It is a well learned fact that SAI (Sports Authority of India) and Sports Schools are contributing in a great way for our nations sports will.

Therefore we would like to suggest that such ventures may also introduce to this tiny islands, who’s felts deeply for a helping hand. And also thereby we can ask for various schemes like SAG (Special Area Games), Center for Excellency.

CHAPTER 6.

Water Sports Activities.

As we are surrounded by sea and the history of Lakshadweep reminds us the struggle of existence of our forefathers. Now also we finds difficult to cross the barrier created by the God. But still we trace good hand work to overcome this hurdle by the means of physical activities, which results great chance of achievements in National and International level in water sports activities.
But obviously still we have not concentrated much on water sports like canoeing & kayaking, windsurfing, yachting, etc and games like beach volleyball, beach football etc.

For that we may suggest to establish a center of Excellency in Water Sports in Lakshadweep. It is sure that a Lakshadweepian will stand in the ‘victory stand’ representing our country.




For imparting better training experience, better amenities and exposure, it is better to construct a full fledged sports complex at mainland especially for islanders.

CHAPTER 8.

Approach of Island Flocks towards Sports Field.

Because of the bitter experience for the seniors from the sports field, most of the people forced to turn away from the sports arena. Most of the parents in the islands restrict their offspring’s from participation in any sports activities, due to their reasonable fear about the future.

In this case, we would like to suggest to create sports quota reservation according to the rules and the regulations of appointment even in force, especially in Lakshadweep police department. And also constitute more awards and certificates for the winners in different disciplines. It also suggested that they may honored in a defeating manner.

CHAPTER 9.

Medical Care & Pension.

It is very pathetic to say that, while attending in an inter-island or SGFI OR AIRS meets etc. Someone met accident are not getting proper treatment by the Government. There are a lot of people who have made their names in the sports history of Lakshadweep and are living presently in a bad condition.
We would like to suggest that the Administration may appropriate certain funds for the medical treatment of the Sports person, who gets injured during inter-Island tournaments conducted by the Lakshadweep Administration. It
